Professor Zheng Shuiquan, born in November 1965, holds a Master's degree in Law and is a member of the Communist Party of China (CPC). He currently serves as the Deputy Secretary of the CPC Committee of Renmin University of China (RUC) and the Chairman of the RUC Trade Union. He is also the Vice President of the Chinese Public Administration Society, and the Vice Chair of the Publicity Work Research Branch of the China Higher Education Association.

His main research interests include the theory of socialism with Chinese characteristics, development strategies for humanities and social sciences in universities, and education in ideology and politics in higher education institutions. Professor Zheng has authored and co-authored several academic books, including On Strengthening the CPC's Governing Capability and has published numerous academic articles, such as Positioning and Function of University Publicity in the New Era. In addition, Professor Zheng has also participated in the drafting of several important policy documents, including Outline of Establishing and Perfecting the Anti-Corruption System by Combining Education, Regulation and Supervision with Punishment and Prevention. He has presided over multiple major research projects funded by the National Social Science Fund of China and the Department of Social Sciences of the Ministry of Education of China. Professor Zheng has received many honors and awards in recognition of his contributions to university publicity and communications, including Outstanding Model for Olympic-Related Work in the Capital's Education System, Olympic Meritorious Model conferred by the Beijing Municipal Federation of Trade Unions, Advanced Individual in Education News and Publicity in Beijing, Outstanding Ideological and Political Worker of Beijing Municipality, as well as the titles of Advanced Worker, Outstanding Communist Party Member, and Outstanding Party Branch Secretary of RUC.
