Abstract

At present, there is a certain inconsistency between China's economic cycle and employment cycle, and stable growth may not be able to stabilize employment. Under the new strategic thinking of cross-cycle adjustment, China's employment management mode should not be limited to short-term relief and stimulus, but should take stable employment base as a long-term issue. It requires us to adopt major reforms on both the demand and supply sides of the labor force, ensure the long-term effect of policies, even sensitive to the economic cycle, consistently support the development of enterprises, and help market players regain confidence. At the same time, it is also necessary to continuously improve the employability of workers, make advance layout of human capital, so that it can meet the future industrial development and job demand, and consolidate the employment foundation.

Key words: Employment management; cross-cycle mode; employment base; human resource
