The 2024
(20th) China Human Resources Management New Year Conference and China Talent
Development Summit Forum were held at Renmin University of China (RUC)
on
Dec. 15.
Theming
"National Talent Strategy and Transformation and Innovation in Human
Resources Management," the conference was
jointly organized by the School of Labor and Human
Resources of
RUC
and
the
Beijing
Municipal Committee Talent Work Leading Group Office.
More
than 20 distinguished academicians, university scholars, think tank
leaders,
and representatives from enterprises, attended the conference and
gave speeches to share insights and
suggestions for promoting the construction of high-level talent hubs and the
innovation of human resources management. There were nearly
800 participants in total.
Qi
Pengfei, Vice Chair of the University Council, addressed the opening ceremony.
Qi emphasized the significance of holding the conference at a vital
time when came together the beginning of the comprehensive
implementation of the spirit of the 20th Party Congress, the 45th anniversary
of reform and opening up, and the 40th anniversary of the establishment of the School
of
Labor and Human
Resources of RUC.
Qi also
expressed his expectation that this conference can serve as a platform for participants
to
share their ideas on the national talent strategy, reflect on major
theoretical and practical issues, and continuously
contribute high-quality governance results for the government, society,
enterprises, and workers, providing
foundational and strategic support for building a China as a talent-rich
nation.
The
conference consisted of two sessions. The morning sessions concentrated on the
theme of “Building
International Competitive Advantages in Talent and Accelerating the
Construction of High-Level Talent Hubs in Beijing.”
Professor
Zeng Xiangquan, Professor of the School of Labour and Human Resource
of RUC and
Director of the China Institute for Employment Research,
delivered a speech on "Construction of High-Level Talent Hubs in
Beijing."
He
pointed
out that
building high-level talent hubs entails a deep
understanding
of
how
the global center transfers and how talent develops. Zeng
suggested Beijing
should
leverage its advantages in resources as the Capital, to lead
technological innovation, deepen institutional reforms, and promote talent
openness.
Two
relevant reports——Statistics
Report
on Beijing’s Human Resources (2022) (White Book of Beijing’s
Talent)
and the
Annual Report on Development of Beijing’s Talent (2023) (Blue
Book of Beijing’s Talent
)——were
released at the conference. Statistics showed that by the end of
2022, the total talent resources in the Beijing area reached 7.968 million,
with a density of 70.38%, and a contribution rate of 57.3%. The talent total in
each district has steadily increased, with Tongzhou District leading the city
in talent density growth.
The
afternoon session of the event centered on the theme "National Talent
Strategy and Transformation and Innovation in Human Resources Management."
Representatives from various industries, think tank leaders, scholars, and
experts gathered to exchange reports on three major topics:
"Digitization and Organizational Development," "Talent Strategy
and Innovative Mechanisms," and "Enterprise Human Resources
Management Transformation and Innovation."
Zhao
Zhong, Dean of the School of Labor and Human Resources of RUC, concluded the
conference at the end. He argued in the
face of the great changes in the domestic and international economic
environment, we should balance the relationship between laborers, enterprise
and the government. Zhao also underlined the importance of human
resource management. He said that talent
is an important resource for enterprises and therefore
Enterprises should fully stimulate the potential of
employees, establish high-quality talent teams, and
enhance the cohesion and competitiveness of enterprises.
