On August 28, the 2024 China Internet Civilization Conference, themed Promoting the Spirit of the times and jointly advancing civility in cyberspace, opened in Chengdu, Sichuan. 

Delegates from central and local authorities, major news portals, heads of online social organizations and internet businesses, scholars and internet celebrities attend the conference.

At the main forum, Zhang Donggang, Party secretary of the Renmin University of China (RUC), delivered a keynote speech titled "Implementing the Fundamental Task of Moral Education and Cultivating the cyberspace Literacy of Young People."

Zhang stated that cyberspace civility is an important part of the socialist spiritual civilization and a significant component of the modern civilization of the Chinese nation. 

“Enhancing the cyberspace literacy of young people is both an inevitable requirement for promoting new trends of the times and cultivating new talents, and also an indispensable must for leading the construction of network power and comprehensively advancing modernization with Chinese characteristics.”

Zhang Donggang also pointed out that universities play a significant role in nurturing, inheriting and exchanging civilization. “They are the pioneers of advancing cyberspace civility in using, building and prospering the internet.” He argued that universities should take the lead in cultivating the core literacy of young people's internet civilization and building a new era of internet civilization.

In his speech, the Party secretary promised that Renmin University of China would firmly grasp the mission of network civilization construction to raise the banner, gather the people, educate the youth and prosper culture, making the flower of Chinese civilization always bloom and shine in the network.

The conference was co-hosted by the Office of the Central Cyberspace Affairs Commission and the Central Commission for Guiding Cultural and Ethical Progress, and Sichuan provincial authorities.
