The 11th National Social Security Academic Conference, hosted by the China Social Security Society, was held in Beijing from February 22 to 23. The theme of this conference is "Further Deepening the Overall Reform of the Social Security System".
Hua Jianmin, Vice Chairman of the 11th
National People's Congress Standing Committee and Honorary President of the
China Social Security Society; Tang Chengpei, Vice Minister of the Ministry of
Civil Affairs; Li Zhong, Vice Minister of the Ministry of Human Resources and
Social Security; Tan Tianxing, Deputy Director of the Social Development
Committee of the National People's Congress; Zhang Donggang, Chair of the
University Council of Renmin University of China; and Shi Zihai, Deputy
Director of the National Healthcare Security Administration, attended the
opening ceremony and delivered speeches. Zheng Gongcheng, President of the
China Social Security Society and Professor at Renmin University of China; Wang
Dongjin, Advisor of the Society and former Vice Minister of the Ministry of
Labor and Social Security; Hu Xiaoyi, President of the China Social Insurance
Society and former Vice Minister of the Ministry of Human Resources and Social
Security; He Wenjiong, Vice President of the China Social Security Society and
Professor at Zhejiang University; and Lin Mingang, Vice President of the China
Social Security Society and Professor at Nanjing University, successively
delivered keynote speeches at the conference. Zheng Gongcheng presided over the
opening ceremony, and Song Xiaowu, former member of the Party Leadership Group
of the National Development and Reform Commission and Director of the
Macroeconomic Research Institute, presided over the general assembly.
In his speech, Zhang Donggang pointed out
that this year marks the 10th anniversary of the founding of the China Social
Security Society. Over the past decade, the society has provided a large number
of high-quality policy consultation reports for social security reform, and has
become an important force in promoting the construction of China's social
security discipline and the improvement of the system. As the unit where the
secretariat of the society was located in its early days, Renmin University of
China has always actively participated in the activities of the society,
focused on the goal of improving the multi-level social security system, and
taking root in China, providing talent guarantee, intellectual support and
theoretical support for the construction of the social security system with
Chinese characteristics.
In his keynote report titled "Further
Deepening the Overall Reform of the Social Security System: Political Standing,
Core Issues and Key Measures", Zheng Gongcheng said that to further deepen
the overall reform of the social security system, it is necessary to clarify
the political stance and truly regard social security as a major issue
concerning national governance and stability. In view of the fact that there
are gaps in China's social security system between urban and rural areas,
between different regions and among different groups, it is necessary to
comprehensively optimize the current institutional arrangements to enable the
people to have sufficient confidence, stable expectations and experiences of
fairness and justice in the social security system.
On February 23, the 11th National Social
Security Academic Conference held parallel special forums on the basic theory
and major issues of social security, old-age security, social assistance and
social welfare, public welfare and charity, as well as the 8th National
Healthcare Security Forum. Eighty experts and scholars respectively reported
their latest research results at these special forums.
More than 400 people participated in the
conference, including the responsible persons of relevant departments and
bureaus of the National Development and Reform Commission, the Ministry of
Human Resources and Social Security, the Ministry of Civil Affairs, the
Ministry of Finance, the National Health Commission, the National Audit Office,
the State Taxation Administration, the National Healthcare Security
Administration, the All-China Federation of Trade Unions, the China Disabled
Persons' Federation and other departments, as well as representatives of
experts and scholars from more than 100 universities and research institutions.
