About the speaker:
Jia Kejing, Second-Class Research Professor and expert recipient of the State Council Special Government Allowance, currently serves as Executive Deputy Director of the National Land Use Planning Engineering Technology Innovation Center under the Ministry of Natural Resources, Chief Expert of the Ministry’s High-Level Technological Innovation National Planning Team, and Chief Planner for Territorial Spatial Planning at the China Land Surveying and Planning Institute. He concurrently holds positions as Deputy Director and Secretary-General of the Land Use Planning Branch of the Planning Society of China, and serves as long-term member of the National Ecological Conservation Redline Review Expert Group. His distinguished career has been recognized with nine provincial/ministerial-level science awards, six published monographs, and dozens of peer-reviewed articles in core academic journals.
Abstract:
Ecological Conservation Redlines are defined as mandatory, strictly protected zones within ecological spaces that perform vital ecological functions, serving as the fundamental safeguard and lifeline for national ecological security. The demarcation and rigorous enforcement of these redlines constitute a critical measure for implementing the Major Function Zone Strategy and regulating ecological space utilization, while enhancing the provision capacity of ecological products and ecosystem services. This mechanism represents an essential approach to establishing China's ecological security framework, as well as a powerful institutional guarantee for advancing the ecological civilization system and promoting green development.
