RUC Health Reform Research Center holds Administrative and Consistant Medical Service Mechanism and Payment Mechanism Seminar

On September 23, the Fifth Health Care Development and Reform Summit was held in Yifu Hall, Renmin University of China, themed at New Perspective of Public Hospital Reform: Administrative and Consistent Medical Service Mechanism and Payment Mechanism Seminar. Over 110 representatives attended the event, including officials and experts from the National Health and Family Planning Commission , the Ministry of Human Resources, representative of the British Embassy in China, heads of Beijing and other local health department, domestic and foreign scholars, representatives of government portal websites, major journals and industry magazines and newspapers.
RUC Executive Deputy Secretary Niu Weilin pointed out in the opening ceremony, RUC Health Reform and Research Center, established in School of Public Administration in 2007, “is becoming the important think tank of health policy makers and medical institutes at local and national levels.” He expected that all experts at home and abroad lead heated discussion in the seminar, and offer proposals to public hospital reform. He also hoped RUC Health Reform and Research Center make continuous contribution to the researches of China health reform policies.
Zhao Minggang, Deputy Director of Medical Management Department, National Health and Family Planning Commission attended the seminar and delivered opening remarks. He pointed out that there have been notable achievements in health care reform but still several challenges ahead; it is imperative to enhance communication with other countries around the globe so as to draw on their experience. He showed his gratitude to Health Reform Research Center for their contribution on setting up such a platform for industry practitioners from government and academic level to converse with those of the UK, and explore problems in the process of health reformw.
Yao Hong, Director General, Medical Insurance Department, Ministry of Human Resources and Social Security was also in attendance. In delivering the speech, he believed that, RUC Health Reform Research Center in the past five years has been dedicated to coping with realistic issues in seminar discussion. They particularly invited experts from National Institute for Health and Clinical Excellence (NICE) and made remarkable achievements in fields of medical health standardization and balanced and consistant medical treatment. He expected more communication and collaboration between RUC Health Reform Research Center and National Institute for Health and Clinical Excellence, on founding China’s NICE and Chinese standard with Chinese government. David Haslam, NICE Executive Chairman and other cooperating organization made speeches as well.
In the morning of September 23, keynote speech on Consistent Health Service and System Improvement was co-chaired by Professor Wang Hufeng, Director of RUC Health Reform Research Center and Professor Yu Wei, Dean of School of Economy and Management, Shanghai University of Finance and Economics. Zhao Minggang gave a speech on Establishing Scientific Health Service System and Promote Medical Service, and Professor David Haslam gave an introduction to the status quo and experience of consecutive medical care in the UK. Deputy Director of Beijing Municiple Health Bureau Mr. Lei Haichao also talked about the city’s efforts and experience in this area.
In the speech Reflection on Administrative and Consistant Health Service System in New Medical Care Reform, Professor Wang Hufeng believed that in present China, the amount of medical service system is low-leveled, structure imbalanced, resources distribution uneven, and service efficiency inferior. In addition, he proposed guidance on and management of patients’ seeking medical care service from resources allocation, institutional reform and management innovation, on the purpose of relieving the patients’ pressure when seeking medical care. Furthermore, medical institutes at all levels ought to cooperate with one another to ensure orderly medical environment and promote overall efficiency of health care service system. Wang Yanzhong, Zhao Minggang and Yu Wei then made comments on the speech.
In the afternoon, keynote speech Performance Assessment and Payment Mechanism were co-chaired by Jin Weigang, Director of the Ministry of Human Resources and Social Security Research Center and Li Jiafu, Party Secretary of RUC School of Public Administration. Professor David Haslam gave an introductionof the role that general medical practitioners played in UK consistent medical care service. Duan Zhenming introduced medical care payment system reform in China. Doctor Kalipso Chalkidou delivered a speech on UK health care service standardization and performance assessment and evaluation. Gao Xiechun exhibited the status quo and problems of performance assessment and payment mechanism in Shanghai public hospitals. In the seminar, all participants believed that in the circumstance of medical reform, it is of vital significance to re-examine the management and consecutive medical service when patients seek medical care so as to propel public hospital reform and consistent medical care construction.
