RUC holds China Information Resource Management Forum 2013

China Information Resource Management Forum 2013 was held in RUC on November 30th, Saturday. It was co-organized by School of Information Resource Management, RUC and the program team of Research on Policies and Management of Chinese Information Resource Industry Development, a key program supported by National Fund for Natural Sciences.
Nearly 50 experts and scholars representing Ministry of Industry and Information Technology, State Information Center, Beijing Information Resource Management Center, RUC, Peking University and Beijing Normal University, attended this forum.Prof. Zhang Bin, Dean of School of Information Resource Management, hosted the forum. On behalf of the organizers, he welcomed all the guests and briefly introduced the main goal, topics and agenda.
Prof. Feng Huiling, Executive Vice President of RUC, as well as the lead of the program team of Research on Policies and Management of Chinese Information Resource Industry Development delivered a lecture with the topic of “The Forming Background and Management Value of the Index for Information Resource Development and Utilization”.
Feng shared her views on the practical effects of information resource development and utilization, considering the current state of irrational distribution of information resource and low-level development and utilization. She also expressed her confidence in China’s information resource management and wished that valuable results could be achieved in this forum.
Mr. Yang Daoling, Deputy Director of Electronic Government Office, Department of Information Research, State Information Center, delivered a speech with the topic of Research on the Evaluating System for Government Information Resource Development and Utilization. He elaborated on this topic and made some suggestions from 3 aspects of the evaluating indicator framework of information resource development and utilization, evaluating indicator of government information resource development and utilization and evaluating indicator of government online information resource development and utilization.
He pointed out that in the big data era, government should establish an evaluating system oriented by user experience and service effect to promote the development and utilization of government online information resource on the basis of big data analyzing technology.
Associate Prof. Zhao Zheng, Deputy Director of Research Institute of Green Economy, Beijing Normal University, introduced the theoretical background and actual conditions of city competence under the topic of “The Competence of Chinese Cities: Theory, Evaluation and Practice”. He combined the method system and research path with the practice. On the basis of that, he generalized a new series of The Theory and Framework of the Competence of Chinese Cities, and provided relevant suggestions on policies for the government.
In his speech, Dr. Chao Lemen, Lecturer of School of Information Resource Management, RUC, demonstrated the research progress, which has been achieved by RUC research team, in the design and measurement of the index for information resource development and utilization. His speech covered 4 aspects of current research, model design, system development and data computing, as well as result analysis and discussion. Meanwhile, he analyzed the measurement result of the index for information resource development and utilization.
In the part of specific discussion, experts spoke positively on the research of the index for information resource development and utilization. Experts agreed on the issuing of the index for information resource development and utilization, which provides the basic data source for the measurement of the informatization index and the index for integration of industrialization and informatization, has important research value and practical impacts. Furthermore, it will contribute to the forming of the strategy of information resource development and utilization from macro level, and accelerate the development of China information resource industry.
Meanwhile, guests shared their views on the design and measurement of the index for information resource development and utilization raised by RUC research team.
At the end of the forum, Prof. Feng Huiling delivered a conclusion speech, saying that she appreciate the cooperation and support from the experts. She pointed out that with the policy background of National Information Technology Development Plan (2011-2016), State Council Decisions for Promoting the Information Resource Development and Utilization (2004) as well as State Council Decisions for Promoting Information Consumption and Expanding the Domestic Demand (2013), the research of the index for information resource development and utilization has major practical impacts and theoretical values.
“We need to call for and establish a cooperative mechanism to jointly promote the development of information resource industry. To contribute to the shifting of Chinese economic structure and the transforming of the economic development mode, I hope that this forum will strengthen the combination of theories and practice, and push forward the cooperation between the academic and practical fields,” said Feng.
