2014 China Energy Co-op Forum opens, Energy Co-opReport Refutes China's Energy Threat

th, 2014 China International Energy Cooperation Forum was held in Renmin University of China (RUC). Chen Yue, Director of the School of International Stuies of RUC, presided the conference. Yi Zhihong, vice president of RUC, Zou Yiqiao, Director General of the Department of international cooperation of National Energy Bureau, and Chinar Rustamova, Turkmenistan ambassador to China delivered opening speeches respectively to more than 100 participants from countries like China, America, South Korea, Philippine and Thailand, covering the fields of politics, energyenterprises, academics and 21 economieslike APEC.
“The significance of the China International Energy Cooperation Forum isthat it is a high-end academic forum on energy immediately after the APEC Energy Minister Conference on Sept, 2-3.” pointed Yi. During the Third APEC Senior Official Meeting, RUC held the forum with the theme of “State-Private Partnership Promoting Infrastructure Investment in Asia-Pacific Area” in cooperation with the Ministry of Commerce, which puts RUC the Chinese university organizing most APEC theme forums in collaboration with the Chinese government during APEC China Year. This latest forum from September 4
th to 5
th is another important international conference organized by RUC, following the APEC International Conference and Distributed Energy Forum in December, 2012, the RUC-Oxford Round Table Conference in March, 2013, and the First China Energy Cooperation Forum in September, 2013.
As an important part of the forum, the International Energy Strategy Center of RUC issued“China’s Report on International Energy Cooperation from 2013 to 2014: an International Comparative Vision of Energy Cultures”, which refutes the claims of China’s Energy Threat. Xu Qinhua, the editor-in-chief of the report and director of the International Energy Strategy Center, pointed that China’s energy culture is undergoing transformation and its policy impacts mainly present in the following five aspects: market will play a more important role in the use of both domestic and foreign resources; the furtheropening of thelower and upper market reaches to foreign investment and technology; we will be more involved in multilateral energy co-operations; the optimization of the energy structure to make it cleaner and low-carboned; as China constantly recognizes its own status and future role in global energy management, China’sinternational energy policy is gradually taking shape.
Zou Yiqiao from the International Cooperation Department of China National Energy Bureau, probed the importance of international cooperation for promoting China’s energy development. He believed that although China is an economic power with a large population, it is not rich in natural resources. Energy, as a fundamental industry and strategic resource, has always been highly valued by Chinese government. He also said that with the principle of the international energy cooperation established, we should quiken the pace of energy cooperation to meet the needs of China’s energy development. He hoped that scholars and experts can speak out freely, and offer advice and suggestions for China’s energy development.
With the theme of Crossing Energy Cultural Differences and Promoting International Energy Cooperation, the forum covered three subtopics, namely the Sino-Korea energy cooperation, the Sino-Russia energy cooperation, and the Sino-U.S. energy cooperation. Jiang Qizheng, Doctor Phyllis Yoshida, and Sergei Popov delivered speeches respectively in the group meeting. Another two round table meetings were held on September 5
th, which respectively discussed the APEC regional energy cooperation and the Silk Road Economic BeltEnergy cooperation in different Energy Cultures. Then the participants visited clean energy bases. An academic manifesto was reachedon “Crossing Energy Cultural Differences and Promoting International Energy Cooperation”.
During the conferences, Jin Nuo, the party committee secretary and chair of the University Council of RUC met Mrs. Rustamova, Turkmenistan ambassador to China. Jin Nuo wished RUC and Turkmenistan reinforce bilateral cooperation of strategy and energy, which Mrs. Rustamovaagreed.
