On Jan. 6th, the CPC Central Committee delegation “going to grassroots” publicity series events for studying the spirit of the CPC 18th National Congress was held at RUC. Li Jie, Vice president of the Chinese Academy of Social Sciences, Xu Xianming, president of Shandong University and Ai Silin, executive vice president of the Marxism School of Tsinghua University all made presentations and communicated with students and teachers from universities in Beijing.
Before the events, Cheng Tianquan, Party Secretary of the Renmin University held a meeting with experts from the delegation, and expressed his warm welcome and sincere gratitude for their arrival. The experts visited Student Counseling Rooms at Mingde Law Building and chatted with teachers and students there.
Wang Liming, Deputy Party Secretary and Vice-President of RUC hosted the lecture. He Yalan, Director of the Beijing Municipal Party Committee Propaganda, was also in attendance.
Department of Theoretical Studied, Wang Dapin, Director of the Beijing Municipal Education Committee, Zheng Shuiquan, Director of Party Propaganda Department, Zhang Xiaojing,Director of Student Work Office, together with more than 400 students and teachers from RUC, Beijing Institute of Technology, Beijing Foreign Studies University and Beijing Jiaotong University attended the event.
Three scholars interpreted the spirit of the 18th National Congress from different perspectives. Li Jie at the beginning proposed a question: “What will the 18th National Congress bring to our lives and China's development?" "The 18 National Congress has answered several important questions: what banner should we uphold in the process of China's great renewal? What path should we follow? What spirit status should we maintain and what direction should we head?" Li said, the essence of 18th National Congress boiled down to one point, that is to adhere to the path of socialism with Chinese characteristics and uphold this great banner, we should continue to emancipate the thoughts and deepen reform and opening up, unite all factors of society to build a moderately prosperous society and eventually realize the Chinese dream shared by Chinese people at home and abroad. This dream is the great renewal of the Chinese nation.
Prof. Xu Xianming focused on political system reform and rule of law enshrined in the 18th National Congress Report and introduced the achievements in democratic development and rule of law. "To summarize a country's core value, we should start from its system." Prof. Xu pointed out that one contribution that the 18th National Congress Report has made is that it has extracted the common value of rule by law in China. "The rule by law in China can be summarized in four concepts: freedom, equality, justice and rule of law." Since the Socialist legal system has come into form, the focus on rule by law has shifted to law enforcement. Prof. Xu referred to the shift as "legal system toward rule by law." “We should make laws in a scientific way, enforce them strictly, administer justice impartially, and ensure that everyone abides by the law." This is the line map of rule by law since the 18the National Congress.
"To build a socialist cultural power, the key is to enhance the nation’s cultural creativity, and the primary task is to establish socialist core value system, cultivate and observe core socialist values,” Prof. Ai Silin said. The Report to the 18th National Congress again put cultural building as an important part of the cause of socialism of Chinese characteristics, listing enhancing cultural soft power as a major task of overall construction of moderately prosperous society. “The development of a country not only relies on economic and social development, but also on cultural development. How to meet the increasing cultural and spiritual demand of people is an important problem for us.” Prof. Ai encouraged the students to increase cultural awareness and confidence and shoulder the responsibility to develop culture.
Three scholars also discussed about democracy, people’s livelihood, and the relationship between law and rule of law with the students present. Li YIngluo, a second year student from the School of Marxism proposed a question to Prof. Ai, “the core socialist value system emphasizes much on practice, for the 80s and 90s, how to put such a complicated system into practice?”
Prof. Ai answered that college students are the major accepting group of core socialist value system. Students can learn to put this system into practice in their daily lives and system can be internalized as their faith. He also hoped that college students can be a guide and model in cultivating and observing this value system.
To make the spirit of 18th National Congress Party better understood by people, the CPC central Committee has conducted a series of events to make propaganda delegation go to grassroots. From Jan. 6-10, the delegations have gone to 12 provinces to publicize the spirit in rural areas, companies and universities.
