RUC releases the 2013 “China’s Provincial and Municiple Cultural Industry Index” and “China’s Cultural Consumption Index”

“Culture China: China’s Cultural Industry Index Conference”, hosted by Renmin University of China and the Cultural Industry Department in the Ministry of Culture, took place in Beijing on Nov, 9th.

This conference aims to find a way in which cultural industry can promote city sustainable development, and to build a platform for departments in charge of cultural industry to demonstrate their achievements and share experience.
At the conference, Liu Yuzhu, the head of the Cultural Industry Department in the Ministry of Culture, said that added value of the legal entities in cultural industry totaled 1807.1 billion yuan, accounting for 3.48% of GDP. It means that the cultural industry has made a great progress in becoming one of the pillar industries in national economy. Cultural industry has been playing an important role in accelerating industrial restructuring, speeding up change in the mode of economic development, facilitating culture development and prosperity and fulfilling people’s cultural demands. Liu also pointed out that our cultural industry is facing many problems, such as the scale is too small, industry chain is not complete, globally influential brands and creative talents are lacking, financing channels are obstructed, and the system is to be optimized, etc. And answers to those problems are the breakthrough for cultural industry development.
Prof. Niu Weilin, vice Chairman of the University Council andpresident of Cultural Industry Research Insititute, introduced the unique strengths of Renmin University in cultural industry statistics and copyright assets appraisal research. The 2013 “China’s Privincial and Municiple Cultural Industry Development Index” and “China’s CConsumption Index” are its newest research outcome.
The 2013 “China’s Privincial and Municiple Cultural Industry Development Index” released on the conference ranks different provinces and cities by comprehensive index, productivity index, influence index and driving force index, and it indicates that the average cultural industry development index across the country has showen positive growth. Peng Yi, the principal of the index research team and the executive president of Cultural Industry Research Insititute in Renmin University, interpreted these statistics. According to the data, the comprehensive development structure of cultural industry in our country almost remains the same. The rankings didn’t change much compared with last year, and the top ten provinces and cities are almost the same, with the ranking of each slightly differed. Among all the provinces and cities, Beijing topped the list in comprehensive index forthe forth consecutive year. The rankings in productivity index are also stable. The eastern region has taken up seven places among the top ten, for its large investment in resources, culture and cultural talents. In influence index rankings, Inner Mongolia, Jiangxi and Hubei have climbed up by eight places. As for driving force index, Tianjin is ranked the first three years in a row, and Guangxi, Hunan, Fujian, Liaoning and Anhui were ranked five places higher.
On the basis of the four-month-long nationwide research on cultural consumption, and after systematic calculation and analysis, “China’s Cultural Consumption Index”was first released at the conference as well. It illustrates our current cultural consumption situation from many aspects, such as general situation, urban-rural differences, regional differences, consumption preferences, influential elements, etc. It implies that the general cultural consumption level in our country is low, and there is a gap between urban and rural regions.On the other hand, the newly emerging cultural products are accepted by consumers and are on the rise. This assessment system for cultural consumption development can support government’s policy-making and planning for cultural industry development, thus facilitate sustainable economic development.
Famous experts and academics from domestic and abroad all gave speeches on the topic of “Cultural Industry and Sustainable Urban Development”. They revealed the latest trend in cultural industry development, promoted the communication in cultural industry theories and practice, and offered all-round informaton to the cultural industry in our country.
Besides, the service platform of China’s cultural industry projects, which is sponsored by the Ministry of Culture and operated by Culture Science Park of Renmin University, was officially put into effect on the conference,too. This is the first national public service platform that provides all-round service for cultural industry in China, and it aims at integrating resources from government, cultural companies and financial organizations, collecting tremendous project statistics, offering intelligent and accurate analysis and achieving the dynamic and multi-dimentional demonstration of the cultural industry.
The conference is one of the highlights in Beijing International Cultural & Creative Industry Expo (ICCIE) this year.
