RUC Statute Contributes to the Development of higher education

RUC Statute was formally released on the press conference held by Ministry of Education (MOE) on November 28th, Thursday. Along with Southeast University, Donghua University, Shanghai International Studies University, Wuhan University of Technology and Huazhong Normal University, RUC is one of the first 6 Chinese universities whose statutes have been approved by MOE.  Mr. Sun Xiaobing, Director of the Department of Policy and Regulation, MOE, introduced that MOE endeavors to make progress in university statutes to meet the requirements of the decisions of the 18th CPC National Congress, the 3rd Plenary of the 18th CPC Central Committee and the National Medium and Long-term Educational Reform and Development Plan. This measure will help promote the comprehensive reforms for higher education and form modern university system. MOE attaches much importance to this process.  Sun also introduced that MOE had approved the first 6 statutes of these universities on November16th, Saturday, after researches, demonstrations, extensive democratic participations and strict procedures. “It marks that actual progress has been achieved in the development of university statutes, which has major meanings and profound impacts on the reform and development of China’s higher education,” said Sun. RUC Statute was approved under No.1 Approval for Statutes of Universities, which is issued by the Ministry of Education, PRC. In the approval, the statements are “The statute attached to the approval, which is the final document, comes into effect immediately. No amendments will be admitted without legal procedures. The statute can be seen as the basic principle and accordance for self-running, administration and implementation of public functions. To satisfy the demand of modern university institution with Chinese characteristics, RUC should improve the juridical person governance structure and inner administrative system to operate the university under the laws and the outlook of scientific development. ” RUC Vice President Wang Liming attended the press conference as the representative of RUC. He also briefly introduced the characteristics and effects of the RUC Statute to the press. RUC Statute consists of 9 chapters and 74 articles. The general contents are as follows: Preamble This part mainly introduces the history, traditions, missions, prospects, motto, notions, characteristics, development goals and position of RUC. Chapter 1 General Principles This chapter clarifies the accordance of the statute, the name, legal residences, basic functions, the right of self-running and the running system of RUC, etc. Chapter 2 Students In this chapter, the definition, the rights and obligations and the security mechanism for rights and benefits of students are regulated.  Chapter 3 Teachers and Staffs This chapter regulates the categories, rights, obligations and the security mechanism for rights and benefits of teachers and staffs. Chapter 4 Administrative System and Organizations In this chapter, articles regulate the administrative system and the responsibility of organizations, etc. Chapter 5 Teaching and Research Institutions This chapter mainly regulates the rights, responsibilities and administrative system of schools. Chapter 6 Finance, Assets and Logistics This chapter regulates the resources of the fund, as well as the administrative system of finance and assets, etc. Chapter 7 The University and the Society This chapter regulates the principles of the interaction between the university and the society, as well as the forms of serving for the society, etc. Chapter 8 University’s Identifications This chapter regulates the emblem, badges, flag, anthem and the anniversary celebration day of RUC. Chapter 9 Supplementary Provisions This chapter regulates the procedures for formulating and amendments.
