The Second Public Service Forum held in Urumqi, Xinjiang

On August 18, the Second Public Service Forum was held in Urumqi, Xinjiang. The forum was co-hosted by the Chinese Public Administration Society and RUC, with the Xinjiang Uyghur Autonomous Region Society of Administrative Management and Xinjiang University as co-organizers. The theme of the forum was "Chinese Path to Modernization and the Construction of Basic Public Services." During the event, the 2024 Public Service Research Findings were released.

Prior to the forum's opening, Ma Xingrui, Secretary of the Xinjiang Uyghur Autonomous Region Party Committee, and Erkin Tuniyaz, Chairman of the People's Government of the Xinjiang Uyghur Autonomous Region, met with some of the attendees. They extended their congratulations on the successful hosting of the Second Public Service Forum in Urumqi and expressed their hopes that the participating experts and scholars would engage in discussions on studying and implementing advancing high-quality public service development. They also encouraged the attendees to contribute their insights and suggestions to support Xinjiang's economic and social development. Wang Jianxin, Kaisaier Abdukerem, and Zhou Xuyong accompanied them during the meeting.

Kaisaier Abdukerem, Vice Chairman of the People's Government of Xinjiang Uyghur Autonomous Region; Li Baorong, President of the Chinese Public Administration Society; Zhang Donggang, Chair of the University Council of RUC; Li Jiajun, Vice President of the China Association of Higher Education; Li Xiaozhong, Deputy Secretary-General of the People's Government of Xinjiang Uyghur Autonomous Region; Dai Bin, Secretary of the Party Committee of Xinjiang University; along with relevant officials from various state and regional departments, attended the forum.

The opening ceremony of the forum was presided over by Zheng Shuiquan, Vice Chair of the University Council of RUC and Vice President of the Chinese Public Administration Society. During the opening ceremony, Kaisaier Abdukerem, Li Baorong, and Zhang Donggang delivered speeches successively.

Zhang Donggang, Chair of the University Council of RUC, pointed out that the theme of this forum, "Chinese Path to Modernization and the Construction of Basic Public Services" is a strategic initiative to advance the modernization of public services and to lay a solid foundation for the livelihood of the people in the context of Chinese Path to Modernization. He expressed hope that participants would use this forum as an opportunity to focus on major strategies, deeply understand the significance of high-quality public services, and enhance their sense of responsibility and mission in public service research. He emphasized the importance of problem-oriented approaches, working to broaden the pathways for achieving high-quality public services, and continuously proposing new ideas, new strategies, and new methods that align with national realities and strategic needs. This includes effectively promoting the systematic construction, theoretical explanation, and innovative research of basic public services.

Zhang also called for strengthening cooperation and exchange to jointly develop global solutions for high-quality public services, and to explore and address global and cross-border challenges in the field of public services. By doing so, more wisdom and strength can be contributed to improving global governance. He stated that RUC, together with the Chinese Public Administration Society, will continue to work alongside colleagues from academia both nationally and globally, constantly advancing knowledge, institutional, methodological, and theoretical innovations in public services. This will contribute to the high-quality development of public services, thereby supporting the great cause of building a strong nation and achieving national rejuvenation.

On the morning of the forum, the keynote report session took place. Gao Peiyong, Li Jiajun, and other key officials delivered keynote reports during the first phase. This phase was moderated by Dai Bin. In the second phase, "Li Jianwei, Miao Yuexia, Yan Jirong, and other experts delivered keynote reports."This phase was moderated by Wang Lei, Vice President and Secretary-General of the Chinese Public Administration Society.

In the afternoon of that day, four thematic forums were held simultaneously. More than 40 experts and scholars, including Wang Guoxin, Vice President of Xinjiang University of Finance and Economics; Jiang Xiaoping, Director of the Urban Governance Research Institute at Sichuan University; Li Junqing, Executive Director of the National Security Research Institute at Minzu University of China; Kong Fanbin, Dean of the School of Government Management at Nanjing University; Zhu Chunkui, Director of the MPA Teaching Advisory Committee at Fudan University; Zhou Zhongliang, Dean of the School of Public Policy and Management at Xi'an Jiaotong University; He Wensheng, Dean of the School of Management at Lanzhou University; Sun Baiying, Party Secretary of the School of Public Administration at RUC; and Han Jun, Dean of the School of Political Science and Public Administration at Xinjiang University, engaged in in-depth discussions on topics including “Equity and Accessibility of Basic Public Services,” “Grassroots Governance and Innovative Practices in Public Services,” “Basic Public Service Construction in Western Regions,” and “Corporate Social Responsibility and Public Services.”


At the closing ceremony, Zhang Ding'an, Deputy Secretary-General of the Chinese Public Administration Society and President of the China Administrative Management Journal, announced the 2024 Public Service Practice Innovation Cases. Zhang Nandi, Director of the Case Center at the School of Public Administration, RUC, presented the 2024 Outstanding Teaching Cases in Public Service. Li Wenzhao, Deputy Secretary of the Party Committee at the School of Public Administration, RUC, announced the bidding for research topics on the 20th Central Committee's Third Plenary Session and Public Services. The ceremony was hosted by Sai Maijiang Wusman, Executive Vice President of the Xinjiang Administrative Management Society and Member of the Standing Committee of the Party Committee and Vice President of Xinjiang University, with Wang Lei delivering the forum's summary speech.
